Susan Paxon serves as an Associate at Innovative Federal Strategies, where she represents cities and water municipalities in California on federal infrastructure, water resources, and community development priorities. In this role, she assists with federal appropriations requests, working directly with congressional offices, committees, and federal agencies to secure project funding. She closely monitors legislation, federal grant programs, and regulatory developments, providing clients with concise, actionable updates and strategic recommendations. She also develops and executes advocacy strategies, arranging congressional meetings and ensuring municipal priorities are advanced at the federal level.
Before joining IFS, Ms. Paxon worked as a Public Policy Analyst at the Capitol Hill Policy Group, where she researched and tracked federal legislation across multiple sectors and designed advocacy campaigns that connected clients with policymakers. She also coordinated large-scale advocacy events, including national conferences and congressional fly-ins with more than 50 participants.
Ms. Paxon also brings direct experience from Capitol Hill. She previously served in the Office of Speaker Nancy Pelosi, where she prepared policy briefs, analyzed legislation, and managed constituent correspondence. Earlier in her career, she completed multiple internships in congressional offices, including for Senator Roger Wicker, where she gained first-hand experience in constituent services, hearing preparation, and legislative research.
