Shavenor Winters is an Associate at Innovative Federal Strategies. Prior to joining the firm she worked for Washington Senator, Patty Murray, who currently serves as the Ranking Member of the Health, Education, Labor, and Pensions Committee.

During her time in the Senate, Shavenor worked on a wide range of policy areas including: Homeland Security, Agriculture, Immigration, Judiciary, Telecommunications and Technology. In her role she monitored policies, tracked executive and judicial nominees, crafted recommendations on legislative initiatives including appropriations, and worked to strategize appropriate responses for constituent needs.

Before serving in the Senate, Shavenor was hired on by Washington State University and worked in Washington D.C., tracking and analyzing legislation that would impact the land grant’s crucial research mission.  She also compiled the University’s federal lobbying reports, connected principals and researchers with policy staffers to effectively promote Washington State University’s legislative agenda, and constructed messaging on current developments in D.C. and the potential impact on both Washington State and Washington State University.

Shavenor received her B.A. in Public Affairs from Washington State University in 2014 while studying Business Administration, Sociology, and Spanish.
